Founder & President
Cédric Foussard
Cédric is an international expert and visiting professor at Manchester Metropolitan University on Children’ Justice, working at the global level. With nearly two decades of leadership at an international foundation dedicated to child justice, headquartered in Brussels, Cédric has been instrumental in shaping the discourse and policies surrounding child rights globally, particularly for children in contact with justice systems. His work encompasses investigation and advocacy efforts, with a focus on fostering a holistic approach to access to justice. Cédric is the founder of the International Centre for Justice Alliance.

Secretary General
Angela Vigil
Angela Vigil is Baker McKenzie’s Partner and Executive Director of the Pro Bono Practice. Prior to joining the Firm, Angela worked for the Children and Family Justice Center, Bluhm Legal Clinic of the Northwestern Pritzker School of Law as the Director of Children’s Law Pro Bono Projects, where she led strategic litigation and advocacy on behalf of children. She also worked as an attorney, director and clinical teacher at Northwestern Law School Legal Clinic where she founded and directed volunteer lawyer practice in the children’s law pro bono practice in the neighborhood branch office.

Strategic Advisor
Mariana Perez Cruz
Mariana Pérez Cruz is an international children’s rights advocate and researcher with legal expertise in child centred justice. She holds an LLM in International Children’s Rights from Leiden University and leads evidence based research and advocacy on access to justice, digital and climate justice, and the prevention of violence against children. Mariana has worked with United Nations bodies, governments, and international civil society to shape policy, strengthen accountability, and advance global agendas for children’s rights.

The Advisory Committee of the International Centre for Justice Alliance (ICJA) brings together a group of leading scholars, practitioners and innovators who provide strategic, thematic and action-oriented guidance to support ICJA’s programmes and overall direction. Through their collective expertise, the Committee strengthens cross-disciplinary collaboration, informs ICJA’s research and learning agenda, and helps ensure that its Justice Labs reflect global best practices in building inclusive, evidence-based and people-centred justice systems.
